The console upgrade worked perfectly fine. After the restart I attempted to upgrade the console and I did not see the error again.

In my case rather than stopping the MSI Install processes, I restarted the server once.
To sort this, you must stop all related MSI install process. msi installation running at the same time. If you search for error code 1618, it is basically a MSI installation error code.
